California family tax credits for ITIN households

An ITIN household may qualify for California tax credits even when it does not qualify for the federal Earned Income Tax Credit. California's CalEITC rules accept valid ITINs, subject to the other requirements. Check each credit separately using the forms and limits for the year you are filing.

Start with California eligibility

CalEITC considers earned income, age or a qualifying child, California residence and dependency rules. The FTB requires a valid SSN or ITIN for the taxpayer, spouse or registered domestic partner, and qualifying children. Identification alone does not establish eligibility; household and income facts still matter.

For tax year 2025, the FTB lists an earned-income ceiling of $32,900. That is a 2025 figure, not a permanent limit for 2026 or later returns. Self-employment income must reflect a supported business calculation, not a number chosen to produce a credit.

Separate the credits and their tests

CreditWhat to review
California Earned Income Tax CreditEarned income, residency, age or qualifying child, identification and other eligibility tests.
California Young Child Tax CreditGenerally CalEITC eligibility plus a qualifying child under six at year-end; special zero or negative earned-income rules can apply.
Federal Earned Income Tax CreditSeparate federal SSN and eligibility requirements; state eligibility does not establish federal eligibility.

For 2025, the Young Child Tax Credit is up to $1,189 per eligible return. It is not a guaranteed amount for every child or every ITIN household. The zero-income exception has additional wage and loss limits; review the FTB instructions rather than assuming no income means no possible credit or automatic qualification.

Build the family and income file

  1. Identify the correct tax year and obtain that year's FTB 3514 instructions.
  2. Check valid identification numbers and names for all relevant household members.
  3. Reconstruct wages and net self-employment income from records.
  4. Document California residence and each child's age, relationship and living arrangements.
  5. Review filing status, dependency and any separated-spouse rules before calculating the credit.

Documents to gather

  • SSN or ITIN records and relevant renewal or assignment notices.
  • W-2s, business income and expense records, and prior returns.
  • Child birth and residency records, school or medical records where useful.
  • Dates lived in California and relevant separation or household information.

You must file the state return to claim these credits. If earlier years were missed, review that year's rules and refund deadlines instead of applying today's limits backward. Free VITA assistance may also be available for eligible filers.

California ITIN credit questions

Does an ITIN automatically disqualify me from CalEITC?

No. California accepts valid ITINs under its rules. You must still satisfy the remaining requirements for the tax year.

Does qualifying for California mean I qualify federally?

No. Federal EITC identification rules differ. Calculate federal and state benefits separately.

Can a family with no earned income ever receive YCTC?

Potentially, under the special rules in effect from 2022 onward. Additional conditions apply, including tax-year wage and loss limits.

Is the child credit paid separately for every child under six?

The FTB describes YCTC as a credit per eligible return. Do not multiply the published maximum by the number of children without checking the actual rules.
