Receiving a Form 1099-K does not make every payment taxable. For third-party settlement organizations, the federal reporting threshold is more than $20,000 AND more than 200 transactions. Business income can still be taxable below that threshold. Start with what each payment was for, then reconcile the form to your records.
Which reporting threshold applies?
The IRS says the 2025 law retroactively restored the earlier threshold for third-party settlement organizations, including many payment apps and online marketplaces. The previously announced $2,500 threshold for 2025 and $600 phase-in for later years are no longer the applicable federal rule. Keep this article's original URL for continuity, but use the corrected guidance here.
Payment-card transactions are different: they have no federal minimum reporting threshold. A platform may also issue a form below the federal threshold, including because of state requirements. The threshold determines a reporting obligation, not whether a sale or business receipt belongs on your tax return.
Sort payments before calculating income
| Payment type | What to check |
|---|---|
| Business goods or services | Reconcile gross receipts, fees, refunds and deductible expenses. |
| Gift or personal reimbursement | Keep evidence showing it was not payment for goods or services. |
| Personal item sold below cost | The personal loss is not deductible. Follow the tax-year reporting instructions. |
| Personal item sold above cost | The gain may be taxable; keep the purchase price and sale records. |
A form reports gross payments, not necessarily your bank deposits or profit. Processing fees, refunds, shipping and sales tax can explain differences. Do not subtract an unexplained lump sum just to make the form match the bank account.
Reconcile without counting the same sale twice
- Download the platform's annual statement and transaction-level report for the same calendar year.
- Match the gross amount to orders, refunds, adjustments and payment dates.
- Mark any sale also included in another 1099 or in your bookkeeping; count the underlying income once.
- Separate personal transfers and personal property sales from business activity, retaining an explanation for each category.
- Give your preparer the complete reconciliation, including any unresolved difference.
What if the form is wrong?
Contact the issuer using the contact information on the form and request a correction. Keep the original, your request and any corrected form. Do not contact the IRS to ask it to correct a platform's form. If a correction is unavailable, follow the IRS instructions for the specific error and tax year rather than simply omitting the form.
If a CP2000 notice has already arrived, its response process and deadline come first. A corrected platform statement does not automatically answer an IRS notice. Bring both documents when discussing the response.
Documents to gather
- Every original and corrected 1099-K, plus any overlapping 1099-NEC or 1099-MISC.
- Platform gross-sales, refund and fee reports, and bank statements.
- Purchase receipts for personal items and evidence of gifts or reimbursements.
- Your filed return, if any, and related IRS or state notices.
Questions about Form 1099-K
Does receiving less than $20,000 mean I owe no tax?
No. Taxable business income must be reported even when no platform form is required. Filing requirements depend on the full return, including self-employment rules.
Must both federal platform thresholds be exceeded?
Yes, for the restored third-party settlement organization threshold: gross reportable payments must exceed $20,000 and transactions must exceed 200. Payment-card reporting follows a different rule.
Can I deduct a loss on my used sofa?
A loss on personal-use property is generally not deductible. Keep its original cost and sale information so the receipt can be distinguished from a taxable gain or business sale.
Should I wait forever for a corrected form?
No. Track your filing deadline and discuss the IRS error-reporting instructions or an extension. A request to the platform does not extend the filing or payment deadline.
